So what a nice surprise to find out that the District Attorney's office is finally looking into things in Pomona:

I have no idea about the veracity of the current charges, and do believe people to be innocent until proven guilty. However, it's hard not to be hopeful of what might be unearthed about our local politics now that Pomona is on the D.A.'s radar.

I don't know anything about political corruption in Pomona, but I wish someone would take a look at the water department in Pomona. I discovered that they were billing me as a commercial customer rather than a residential customer for many years. Notice there is nothing on your bill that tells you this. This was on a historic home in Lincoln Park that the City should have known was always residential.
Then it got worse, I discovered that the City was estimating my water bill without telling me. Apparently they just start estimating your bill when they think it is too low. Unlike other utility companies, they don't label it estimated on your bill so you have no way of knowing. I spent months looking for the water leak because I couldn't understand how I could be using that much water. It turned out I wasn't. The only way I caught them was that I looked at my bill and my meter at the same time and the bill said my meter read higher than the meter actually read. Finally the game was up, or so I thought, and they admitted they were estimating my bill. It turns out they had done the same thing two years earlier and I never caught it.
Of course when I complained about their billing practices, it only got worse. Suddenly my water bill shot up dramatically. I was out of town and the water had been turned off at the shut-off valve. They claimed I used 210 units of water in 10 days while they had visited the property multiple times. Given that it is impossible to use that much water in that period of time, and I had conveniently taken a photo of the meter before it was jacked up, they eventually wrote off that bill.
I was hoping after bringing this evidence of fraud to the attention of management at the City water department something would be done. Unfortunately, I don't think they even investigated. Makes you wonder if the corruption runs to the top.
I hope the District Attorney's office expands it's investigation to include the practices of the Pomona Water Department. In the meantime, if you live in Pomona, you might want to start checking your own meter to make sure the City isn't ripping you off.
wow, your comment is particularly timely. My family just got a water bill that was twice as large as our largest water bill ever. We have a drought tolerant landscape and I assure you we used no more water than usual for that two month period. I called the City but got nowhere. We too are in Lincoln Park and smell something very fishy. And it ain't the Salton Sea.
